Our work is carried out by our members, split into specific statutory and working groups. These groups feed into our European level work their national perspectives, individual expertise or the specific focus of the European organisation they are affiliated to.

EAPN Members
EAPN is a network of national networks of voluntary organisations and grassroots groups active in the fight against poverty within each member state of the EU. Members of the national networks take active part in all of the work of EAPN.
EAPN is also made up of various European organisations whose main activities are related to the fight against poverty and social exclusion. They take active part in the work of the different working groups depending on their expertise.

The General Assembly
The General Assembly (GA) brings together all the members of EAPN and is the highest authority of EAPN. It adopts the EAPN’s annual work programme and sets policies guidelines and priorities for the organization. It adopts the annual budget, as well as ratifying the Executive Committee.

The Executive Committee
The Executive Committee, headed by the president of EAPN, is made up of a representative of each national network as well as 3 representatives of European member organisations. It is its responsibility to propose the General Assembly’s (GA) work programme, to execute the GA’s decisions, as well as to appoint a Bureau. In addition, the Executive Committee adopts issue-specific policy papers and decides on lobbying actions.

The Bureau
The Bureau consists of the President and 4 Vice-Presidents acting collectively to manage the smooth operation of the affairs of the EAPN, manifested by its Executive Committee and staff.

The Secretariat
The Secretariat is responsible for the stimulating and co-ordination of the activities, sharing the information and the financial and administrative aspects of the EAPN Network.The Secretariat provides support to all of EAPN’s bodies and informs them about relevant EU policy developments. It is also the job of the Secretariat to develop and implement the work programme, to organise meetings, facilitate networking and capacity building between the EAPN’s members and develop external partnerships and alliances.
Social Inclusion working group
The key objectives of the Social Inclusion working group are to monitor and engage with the Open Method of coordination (OMC) on social protection and social inclusion at national and European level and in all the strands of the process (Plans, Action Programme including Peer reviews and studies). It also seeks to contribute to the feeding in and feeding out with the Lisbon process.

Employment working group
The key objectives of the Employment working group to facilitate exchange and mutual learning all over EU regarding the interrelations between policies concerning employment and unemployment and the realities experienced by people in poverty and the projects and lobbying activities implemented by members at national/regional/local level. This valuable expertise also helps EAPN stand a legitimate and visible actor at EU level in relation to employment issues.

Structural Funds working group
The Structural Funds working group provides an overview of the whole EAPN’s membership’s positions in relation to how Structural Funds are addressing issues of poverty and social inclusion. It is a valuable source for transnational exchange. Members of the Task force are also responsible for animating exchange regarding structural funds related issues in their national network and implementing lobbying actions at national level as part of EAPN lobbying strategy.

Sustainable Financing Planning group
In the framework of its network development strategy, EAPN has established the Group on Sustainable Finances for National Networks with the aim to identify challenges and obstacles that National Networks of EAPN face in raising the necessary funds for their work and for the work of their members. The group will be looking at what are the sources of funding, the financial management structures and what practices some National Networks have developed that can be used by other members of EAPN to strengthen their fundraising capacity.

Group on Ethnicity - Migration Directive
The primary focus of the group is to ensure that the issue of discrimination (based on gender, race, ethnic minorities, religion, age, disability, sexual orientation etc) and poverty is mainstreamed in all EAPN work, and to help EAPN work actively with other specialised NGOs at national and EU level in lobbying on key policy demands, highlighting the link between discrimination and poverty.

Group on Globalisation & Poverty
The key activity of this group is to monitor the impact that Globalisation has on poverty within the EU and to share experiences and gain new insights from the activities of anti poverty organisations outside of Europe.

Group on Gender, Age & Demographic Change
The key activity of the group is to develop a ‘Living Observatory’ on participation. This observatory will develop work to state clearly what participation and in particular, what the participation of people experiencing poverty, means for EAPN as well as to present the experiences and successes of EAPN promoting the participation of people experiencing poverty and the advances towards a more participative democracy and better governance.
