The Laeken Declaration rightfully underlines that “citizens want results in the field of employment and combating poverty and social exclusion”. In the series of questions addressed to the Convention, it asks “how can we intensify cooperation in the field of social inclusion…?” This paper sets out the broad areas where reform is necessary in order to enhance combating poverty and social exclusion in the European Union.
This document is the report of an EAPN conference which was held in Brussels on 22 and 23 November 2001.
In view of the failure so far to integrate the economic, social and environment objectives of the Lisbon strategy, EAPN asks the European Council to give a strong mandate to the Commission to develop mechanisms with which to assess all aspects of the Lisbon strategy as to their social and environmental impact.
This briefing paper provides an overview of the EU Social Inclusion strategy, looks at the potential involvement for EU applicant countries in the strategy and invites cooperation with EAPN in monitoring the implementation of the strategy.
Further to the analysis of the National Action Plans on social inclusion, EAPN organised a Conference on 22-23 November 2001. The conference conclusions make a series of recommendations on the strategy to be pursued and its policy content, addressed to all actors of the NAPsincl process.
