Join our online capacity-building session!\n\n📍 Online   \nPlease register via the registration form by 24 November\, end of day. \nThis capacity-building session – co-organised with EAPN Europe\, ENSIE and ERGO Network as well as their respective members EAPN France\, Skoopi (Sweden) and Integro Association (Bulgaria) – aims to give interested civil society organisations active at EU and national level as well as other interested stakeholders an introduction into the Semester\, its importance for policy-making\, its functioning and key moments and ways to engage.   \nThe European Semester process is an annual year-long mandatory process that coordinates\, monitors and evaluates Member States’ economic\, fiscal\, social\, environmental and climate policies and reforms. It makes recommendations that contribute to turning various EU strategies\, such as European Pillar of Social Rights (Social Pillar)\, its Action Plan and EU headline targets on employment\, skills\, and poverty reduction and the UN Sustainable Development Goals (SDGs)\, into reality. It also increasingly focuses on environmental and climate priorities\, monitoring the implementation of national energy and climate plans. More recently\, it has been linked with the Recovery & Resilience Facility (RRF) adopted to address the economic and social impact of the COVID-19 pandemic and achieve socially just green and digital transitions\, thereby also directing the use of EU funding to these priorities. DESCRIPTION:We are very happy to announce the 21st edition of the European Meeting of People Experiencing Poverty (PEP) “The Unbearable Cost of Living | EU Elections Edition”\, in CaixaForum Madrid\, Spain. \nThe meeting – organised by the European Anti-Poverty Network (EAPN Europe) and EAPN Spain\, with financial support from DG Employment\, the Spanish Ministry of Social Rights and Agenda 2030 and La Caixa Foundation – will take place on 14 and 15 November. \n  \nAhead of the EU Elections in 2024\, EAPN Europe and its network are sounding the alarm because very little has changed. Around 100 people living in poverty from about 30 European countries will gather in Madrid\, Spain\, to further discuss how the current crisis in the cost of living is affecting their lives and the solutions they see to address it.  \n#PEP2023 will explore challenges and solutions linked to the unbearably high cost of living due to the multiple crises we face. We are currently living in an unbearable cost of living crisis. The past months have been marked by rising inflation throughout Europe. SUMMARY:EAPN Poverty Watch 2022 launch | In Unequal Times of Crises
DESCRIPTION:On 13 October\, EAPN holds the launch of our Poverty Watch “In Unequal Times of Crises” in the European Parliament\, facilitated by Shada Islam\, and co-hosted by MEP Marisa Matias (GUE/NGL)\, and MEP Mounir Satouri\, (Greens/EFA). \nThe Poverty Watch is a bottom-up analysis of around 20 National Poverty Watches produced by our members that provides accurate evidence-based data on the state of play of poverty in Europe. This year’s edition incorporates the multiple relentless crises of the ongoing war in Ukraine\, cost of living and energy crises and the long-term impact of the COVID-19 pandemic. This turmoil\, which is far from being solved\, exacerbates the pre-existing social injustices affecting vulnerable groups the most. \nDuring our event\, which forms part of our activities for the 17 October International Day for the Eradication of Poverty\, we will present our preliminary findings and EU-level recommendations. It will be our opportunity to bring to the forefront the need for an integrated and ambitious EU anti-poverty strategy to over this particular time of relentless crises. \nOur event aims to: \n\nUpdate on current real challenges of poverty\nHighlight EAPN’s key concerns and recommendations\nAllow EU policymakers and Civil Society Organisations to react to our findings\, and\nGenerate a high-level political debate with representatives from the European Commission\, European Parliament and Civil Society Organisations on long-term plans to overcome crises and create a cohesive social Europe\, free of poverty and inequality.\n\n\nAt this conference\, we will present the EAPN proposals for the recommendation and ensure that the voices of people experiencing poverty are given a central role in the European debate on minimum income. SUMMARY:Measuring energy poverty to ensure a socially fair green transition
DESCRIPTION:The European Anti-Poverty Network (EAPN)\, together with Climate Alliance and Joint Research Centre\, will host a workshop on “Measuring energy poverty to ensure a socially fair green transition”\, in the context of the EU Regions’ Week. The session will take place online on Tuesday\, 11 October 2022 from 11h30 to 13h00 CEST. \nThis session will bring together representatives from different organisations and with different capacities\, in order to discuss the importance of impact assessment and data collection\, as well as the challenges faced in measuring energy poverty and social justice in the green transition. EAPN’s own Policy Officer\, Sabrina Iannazzone\, will be sit on the panel as one of the speakers together with Gioros Koukoufikes from the Joint Research Centre\, Alice Corovessi from INZEB\, and Davide Cassanmagnago from the Covenant of Mayors Europe. \n\n\n\n​The 20th edition of the European Week of Regions and Cities (#EURegions​​Week) will take place from 10 to 13 October 2022 under the motto “New Challenges for Europe’s Cohesion“. SUMMARY:EAPN Annual Policy Conference 2022 | The Backbone of a Truly Social Europe
DESCRIPTION:With this policy conference\, we aim to contribute to a strong and ambitious Recommendation on Minimum Income Schemes to the Council\, with a rights-based approach\, that genuinely delivers for people experiencing poverty. \nMinimum income should be high enough to enable people to live with dignity and feel like a part of society\, thus ending social exclusion.(Key Message on Minimum Income from the European Meeting of People experiencing Poverty 2021) \n  \nAround 91 million people in Europe – more than one in five ! – are at risk of poverty or social exclusion. The successive crises that Europe went through in recent years\, such as the pandemic\, the energy crisis and the inflation due to the Russian invasion against Ukraine\, have impacted people in poverty the hardest. Rising prices of food\, housing\, services and the general cost of living are threatening the dignity and even the lives of millions of Europeans. More than ever\, a strong social Europe that provides solutions to address the structural and long-term causes of the problems mentioned is needed. In this context\, well-designed and effective Minimum Income Schemes (MIS) play a vital role to provide income protection and a route out of poverty to people most in need in our societies.   \nEAPN has put a strong focus on Minimum Income Schemes\, since many years\, even decades. This intense focus on and experience with the topic does not only illustrate the urgent need to deliver. It also shows our commitment and belief that a strong legislative instrument can make a real difference in the fight against poverty. Therefore\, EAPN welcomes the initiative of the European Commission to present a new Recommendation to the Council on Minimum Income. As stated in our position \, EAPN strongly advises that -for the Recommendation to deliver for people experiencing poverty- it needs to include clear and detailed monitoring systems for the implementation of MIS. \n  \nWe understand that there will be a Recommendation on Minimum Income next year\, but we see risks and dangers (from experience). For this to be useful it needs to be accompanied by clear and detailed guidance. A general approach will not honestly deal with the situation on the ground.  (Participant from Bulgaria in the EU PEP Meeting 2021). \n  \nAt this conference\, we will present the EAPN proposals for the recommendation and ensure that the voices of people experiencing poverty are given a central role in the European debate on minimum income. But energy poverty is not a new phenomenon. Since 2017\, the Right to Energy movement has forged a people-powered movement to challenge energy poverty across Europe. In 2021\, we came together to shape new vital EU legislation including the Fit for 55 package and the revised Energy Performance of Buildings Directive. \nAccess to affordable clean energy is a human right\, and equal participation in a low-carbon economy must not be a privilege for a few!  \nPeople living on inadequate income and in energy-inefficient houses are paying a high price for soaring energy costs\, are often missed out on deep renovation and risk getting locked in the fossil fuel infrastructure in the next decade. The transition to climate neutrality has also an unequal impact on the workforce in terms of upskilling and reskilling\, access to green jobs and decent working conditions.  \nEAPN believes that the Forum is the right place to remind that social justice should be at the core of the energy and climate transitions. Achieving a socially inclusive decarbonisation and ensuring affordable adequate housing are a collective responsibility.  \nThis year’s programme offers 5 days of discussions and interactive sessions with activists\, politicians\, environmental NGOs\, trade unions\, EU decision makers and solidarity collectives from across Europe to discuss energy poverty and its place in the social justice and climate movement as well as solutions to eradicate it.    \nThe following themes will be discussed: \n\nEnergy poverty and climate justice\, showcasing the right to energy movement across the EU and explaining why it’s a climate justice issue.\nAddressing the root causes of Energy poverty\, showcasing renovations and renewables as a crucial solution to tackle energy poverty. \nTowards an energy system for people and planet\, showcasing the need to change the energy system\, and exposing how the neoliberal energy market exploits poor households. \nFrom words to action: Commitments across the EU\, showcasing the high-level commitments and actions taken by and in the EU. •The Next Steps for the Right to Energy movement\, how to continue strategising as a movement in the year ahead.

DESCRIPTION:EAPN’s annual policy conference will be held online on 14 July\, 14-16:30\, which will focus on how to ensure the poor don’t pay for Covid-19 – and ensuring that short-term responses feed into an effective long-term rights-based EU strategy to fight poverty. There will be interpretation between English and Spanish. \nThe current COVID19 epidemic is decimating Europe\, with a far-reaching social impact\, particularly on the poor and most vulnerable who are hardest hit. This is already leading to a substantial increase in poverty and inequality\, unequally spread across different regions and countries (see EAPN COVID-19 statement). Most Member States have developed immediate aid packages which in many cases directly benefit the poor and vulnerable. Most however are only temporary. Will these deliver concrete results for people experiencing poverty? Will these short-term measures feed into a progressive\, rights-based EU strategy to fight poverty? What needs to be done to ensure this outcome? \nEAPN and its members responded quickly to the outbreak of the virus with a Statement and letter to the European Council on key measures as well as a letter to Commissioner Schmit\, signed by large number of MEPs and key stakeholders. Over the past 2 months we have carried out a detailed study including webinar exchanges with our members in 32 countries\, tracking the impact of the crisis on people experiencing poverty and the efficacy of the measures being taken. \nIn the longer term\, we want to see these measures underpinned by an EU integrated strategy to fight poverty\, that invests in adequate incomes (decent wages\, adequate minimum income and social protection) and access to essential services\, as part of the Action Plan for the European Pillar of Social Rights. Adopting a social and sustainable Agenda 2030 strategy\, that makes ending poverty a pre-requisite\, will be key to ensuring real results for people experiencing poverty. We will provide a participative reflection space to progress concrete proposals. \nThe conference will aim to: \n\nTo raise awareness of current challenges facing people experiencing poverty in the context of a lacking strategy.\nTo exchange with stakeholders & decision-makers on concrete proposals for the EU post 2020 Strategy.\nTo debate on how to create synergies to benefit people and planet\, as part of a transformative EU and in the context of the new Commission and Parliament.\n\nSee the programme here!\n2020 marks the end of the Europe 2020 strategy that aimed to promote smart\, sustainable and inclusive growth. Despite unacceptable failure to deliver on the key target to reduce those in poverty by at least 20 million people by 2020\, no review or public consultation of the strategy is planned. \nThe main proposals coming from the Commission are through the Future of Europe Reflection papers.  In January 2019 a new Reflection Paper “Towards a sustainable Europe by 2030’’ was adopted. This paper aims to stimulate discussion on the EU’s vision and strategy for the long-term implementation of the Agenda 2030 and the Sustainable Development Goals (SDGs)\, as part of a broader debate on the future of Europe and the priority setting for the new European Commission. It sets out three scenarios on how Agenda 2030 and the SDGs could be incorporated into the EU’s priorities. \nOne of the priorities is a socially fair transition to a sustainable economy that should leave no one behind\, yet the paper predominantly focuses on how to deliver green growth\, with the social objectives left to the European Pillar of Social Rights. \nIn 2017\, EAPN’s policy conference Learning from the past to beyond Europe 2020 already agreed key messages on the need for an ambitious post 2020 built on Europe 2020 targets that could deliver an “ambitious social\, sustainable and democratic vision for Europe based on Agenda 2030 and the SDGs”. This strategy should implement the European Pillar of Social Rights and develop an explicit rights-based integrated anti-poverty strategy based on active participation and backed by EU funding. SUMMARY:Popular Political Economy in Europe? Looking for a pathway for job-creating and ecological public investment
DESCRIPTION:It is obvious that the economy after the major global crash in 2007 did not return to a sustainable path that would guarantee a decent life in dignity\, providing socio-economic security and unfolding of human capabilities to the majority of European citizens. At the beginning of 2019\, it is highly likely that we are entering a new recession. Also\, while there are signs of stability in some places\, it is equally clear that such achievements are established on the shoulders of social strata and/or countries and regions that are not winners of global value chains\, but losers\, standing at the end of poverty chains. Within the EU\, it is evident by the arrogance\, expressed in using the term “PIIGS” for a group of member states that are victims of an oppressive economic strategy; globally\, it is obvious that the catching-up of the so-called emerging economies means increasing inequality in countries such as Brazil\, China and India. \nThe European Economists for an Alternative Economic Policy in Europe (the EuroMemo Group) is a network of European researchers and scholars addressing these issues by a critical analysis of contemporary developments in the European Union. Critical research and policy analysis alone will however not trigger political change on the ground. In order to achieve the latter\, discussion and coordination with political activists is essential for asking the important questions and to move things forward. \nWe face the urgent need to go beyond the orientation of coping with the manifest crisis and the temporary recoveries. We need – globally\, regionally and nationally – socio-economic programmes that allow for a transformation towards a ‘people’s economy’\, also being a bulwark against authoritarian populist advances. This evening will briefly present the EuroMemo Group’s work and recent analysis. SUMMARY:Co-creating open digital services for age-friendly cities and communities - Join Mobile Age Final Conference
DESCRIPTION:AGE has been involved in the EU-funded project Mobile Age since early 2016. The project aims at co-creating together with older persons digital services to support their independent living\, offer greater opportunities for social participation\, and improve their mobility. \nLocal governments are more and more using open data to provide public services to their citizens. However\, they lack tools on how to involve citizens\, especially older citizens\, in the design\, planning\, implementation and evaluation of these initiatives in order to make them address citizens’ needs and expectations in their daily life. To fill that gap\, the Mobile Age project\, together with older persons\, local government\, social care service providers\, has developed and tested a co-creation methodology and tools in four pilot sites: Bremen (DE)\, South Lakeland (UK)\, Zaragoza (ES) and Region Central Macedonia (EL). \nAGE is now co-organising the final conference of the project in Brussels on 10 October 2018.
