SUMMARY:EAPN’s online policy conference | How to ensure the poor don’t pay for Covid-19 – From short-term response to an effective rights-based integrated antipoverty strategy ~14 July 2020
DESCRIPTION:EAPN’s annual policy conference will be held online on 14 July\, 14-16:30\, which will focus on how to ensure the poor don’t pay for Covid-19 – and ensuring that short-term responses feed into an effective long-term rights-based EU strategy to fight poverty. There will be interpretation between English and Spanish. \nThe current COVID19 epidemic is decimating Europe\, with a far-reaching social impact\, particularly on the poor and most vulnerable who are hardest hit. This is already leading to a substantial increase in poverty and inequality\, unequally spread across different regions and countries (see EAPN COVID-19 statement). Most Member States have developed immediate aid packages which in many cases directly benefit the poor and vulnerable. Most however are only temporary. Will these deliver concrete results for people experiencing poverty? Will these short-term measures feed into a progressive\, rights-based EU strategy to fight poverty? What needs to be done to ensure this outcome? \nEAPN and its members responded quickly to the outbreak of the virus with a Statement and letter to the European Council on key measures as well as a letter to Commissioner Schmit\, signed by large number of MEPs and key stakeholders. See our dedicated online resource\, including voices from the ground\, here. Over the past 2 months we have carried out a detailed study including webinar exchanges with our members in 32 countries\, tracking the impact of the crisis on people experiencing poverty and the efficacy of the measures being taken. \nIn the longer term\, we want to see these measures underpinned by an EU integrated strategy to fight poverty\, that invests in adequate incomes (decent wages\, adequate minimum income and social protection) and access to essential services\, as part of the Action Plan for the European Pillar of Social Rights. Adopting a social and sustainable Agenda 2030 strategy\, that makes ending poverty a pre-requisite\, will be key to ensuring real results for people experiencing poverty. SUMMARY:EAPN Annual conference | Beyond Europe 2020 to Agenda 2030: Working together for a post 2020 strategy that really benefits people and planet
DESCRIPTION:EAPN’s annual conference will be 13 June. We will provide a participative reflection space to progress concrete proposals. \nThe conference will aim to: \n\nTo raise awareness of current challenges facing people experiencing poverty in the context of a lacking strategy.\nTo exchange with stakeholders & decision-makers on concrete proposals for the EU post 2020 Strategy.\nTo debate on how to create synergies to benefit people and planet\, as part of a transformative EU and in the context of the new Commission and Parliament.\n\nSee the programme here!\n2020 marks the end of the Europe 2020 strategy that aimed to promote smart\, sustainable and inclusive growth. Despite unacceptable failure to deliver on the key target to reduce those in poverty by at least 20 million people by 2020\, no review or public consultation of the strategy is planned. \nThe main proposals coming from the Commission are through the Future of Europe Reflection papers.  In January 2019 a new Reflection Paper “Towards a sustainable Europe by 2030’’ was adopted. This paper aims to stimulate discussion on the EU’s vision and strategy for the long-term implementation of the Agenda 2030 and the Sustainable Development Goals (SDGs)\, as part of a broader debate on the future of Europe and the priority setting for the new European Commission. It sets out three scenarios on how Agenda 2030 and the SDGs could be incorporated into the EU’s priorities. \nOne of the priorities is a socially fair transition to a sustainable economy that should leave no one behind\, yet the paper predominantly focuses on how to deliver green growth\, with the social objectives left to the European Pillar of Social Rights. \nIn 2017\, EAPN’s policy conference Learning from the past to beyond Europe 2020 already agreed key messages on the need for an ambitious post 2020 built on Europe 2020 targets that could deliver an “ambitious social\, sustainable and democratic vision for Europe based on Agenda 2030 and the SDGs”. This strategy should implement the European Pillar of Social Rights and develop an explicit rights-based integrated anti-poverty strategy based on active participation and backed by EU funding. SUMMARY:Popular Political Economy in Europe? Looking for a pathway for job-creating and ecological public investment
DESCRIPTION:It is obvious that the economy after the major global crash in 2007 did not return to a sustainable path that would guarantee a decent life in dignity\, providing socio-economic security and unfolding of human capabilities to the majority of European citizens. At the beginning of 2019\, it is highly likely that we are entering a new recession. Also\, while there are signs of stability in some places\, it is equally clear that such achievements are established on the shoulders of social strata and/or countries and regions that are not winners of global value chains\, but losers\, standing at the end of poverty chains. Within the EU\, it is evident by the arrogance\, expressed in using the term “PIIGS” for a group of member states that are victims of an oppressive economic strategy; globally\, it is obvious that the catching-up of the so-called emerging economies means increasing inequality in countries such as Brazil\, China and India. \nThe European Economists for an Alternative Economic Policy in Europe (the EuroMemo Group) is a network of European researchers and scholars addressing these issues by a critical analysis of contemporary developments in the European Union. Critical research and policy analysis alone will however not trigger political change on the ground. In order to achieve the latter\, discussion and coordination with political activists is essential for asking the important questions and to move things forward. \nWe face the urgent need to go beyond the orientation of coping with the manifest crisis and the temporary recoveries. We need – globally\, regionally and nationally – socio-economic programmes that allow for a transformation towards a ‘people’s economy’\, also being a bulwark against authoritarian populist advances. This evening will briefly present the EuroMemo Group’s work and recent analysis. SUMMARY:Co-creating open digital services for age-friendly cities and communities - Join Mobile Age Final Conference
DESCRIPTION:AGE has been involved in the EU-funded project Mobile Age since early 2016. The project aims at co-creating together with older persons digital services to support their independent living\, offer greater opportunities for social participation\, and improve their mobility. \nLocal governments are more and more using open data to provide public services to their citizens. However\, they lack tools on how to involve citizens\, especially older citizens\, in the design\, planning\, implementation and evaluation of these initiatives in order to make them address citizens’ needs and expectations in their daily life. To fill that gap\, the Mobile Age project\, together with older persons\, local government\, social care service providers\, has developed and tested a co-creation methodology and tools in four pilot sites: Bremen (DE)\, South Lakeland (UK)\, Zaragoza (ES) and Region Central Macedonia (EL). \nAGE is now co-organising the final conference of the project in Brussels on 10 October 2018. DESCRIPTION:The European Group on Ethics in Science and New Technologies is organising an Open Roundtable convened by the European Commission on the topic of the Future of Work on 5 February 2018 in Brussels. \nThe European Group on Ethics in Science and New Technologies (EGE) is an independent\, multi-disciplinary body appointed by the President of the European Commission which advises on all aspects of Commission policies and legislation where ethical\, societal and fundamental rights dimensions intersect with the development of science and new technologies. The EGE provides guidance to the highest political level of the European Commission\, reporting to the Commission President\, and to the College of Commissioners as a whole. \nAt the request of the Commission President\, the Group is now preparing an Opinion on the Future of Work. The Opinion will explore phenomena ranging from the consequences of automation and digitalisation on the labour market and the future role of artificial intelligence through to the rise of the gig economy and industry 4.0\, examining the extent to which longstanding governance frameworks\, such as social security systems and employment laws\, require updating. At its core\, the Opinion will consider fundamental questions of why we work and how work gives us meaning\, and how European values of justice\, dignity and solidarity can be realised in a changing world. \nIn that context\, the EGE is organising a high level Open Roundtable\, inviting a broad spectrum of academics\, policymakers and key stakeholders to discuss and debate the thorny questions at the heart of this topic. The roundtable\, which will be opened by Carlos Moedas\, European Commissioner for Science\, Research and Innovation\, will feed directly into the preparation of the EGE’s Opinion\, testing its preliminary findings and gaining inputs to further its reflection. \nEAPN’s Senior Policy Officer\, Amana Ferro\, is participating as a high level speaker in this event\, speaking on work and poverty\, new forms of precarious work\, and anti-poverty policies.\nRegister quickly! SUMMARY:Building a European Social Standards Union - what role for the European Semester?
DESCRIPTION:This seminar is jointly hosted by the European Anti-Poverty Network (EAPN) with Sergio Gutiérrez Prieto (S&D) and Jean Lambert (Greens/EFA). It aims to see how progress can be made on social rights\, social standards and poverty reduction\, through the main EU coordination instrument – the European Semester – in the context of 1 in 4 of the population (119 million people) still at risk of poverty and social exclusion in the EU. \nIt comes at a timely moment\, following President Juncker’s State of the Union Address calling for a “European Union of Social Standards”\, the Inter-Institutional Proclamation on the European Pillar of Social Rights and the recent adoption of the 2018 Annual Growth Survey The key questions that will be: how well is the European Semester performing on social rights and poverty reduction? How will the Pillar of Social Rights be mainstreamed? What changes should be made to transform the Semester into a balanced economic and social instrument? How will grass-roots actors\, including people experiencing poverty be involved? \nThe seminar will open with an exchange of views between stakeholders\, and European Parliament assessing current performance of the Semester\, including presenting EAPN’s 2017 Assessment of the National Reform Programmes: Social Rights or Social Plight? SUMMARY:EAPN annual Policy conference: Learning from the past to beyond 2020 - What strategy to fight poverty?
DESCRIPTION:EAPN’s annual conference will be on 15 June\, 14:00-17:30\, under the title Learning from the past to Beyond 2020 – What EU strategy to fight poverty\, exclusion and inequality? \nThe conference will be an opportunity to exchange together on the following questions: \n\nWhat integrated strategy should the EU propose to effectively fight poverty? What can we learn from the past? What do people in poverty want and expect from the EU? How does this connect to the European Pillar of Social Rights?\nHow should this strategy be mainstreamed into a post 2020 strategy? Can the Sustainable Development Goals offer a better and more operational framework to take over from Europe 2020? Should this be through a re-vamped European Semester? SUMMARY:Affordable Energy\, a Basic Social Right - How to abolish Energy Poverty?
DESCRIPTION:A workshop will be held in the European Parliament\, organised by Delegation DIE LINKE. (in the European Parliament); Rosa-Luxemburg-Stiftung Brussels Office; Transform Europe Network. \nThe following topics will be discussed:\n1) Ensuring the basic social right; safeguards against disconnection: how can access to affordable energy be assured;\n2) Re-municipalisation of the grid and utilities: how can the fight against energy poverty be implemented;\n3) How can community energy projects mitigate energy poverty;\n4) How can people\, affected by energy poverty\, benefit from energy efficiency measures in buildings. DESCRIPTION:The European Economic and Social Committee is holding a public hearing at their site in the European Quarter\, Brussels\, on “Equal treatment\, equality bodies and other possible means of redress for Roma”. \nAnti-gypsyism and discrimination are important barriers to Roma enjoying full rights and this hearing plans to map possible avenues for redress for Roma\, including equality bodies. SUMMARY:Let´s prevent debt traps! Policies to tackle over-indebtedness across Europe
DESCRIPTION:On 11th May 2017\, Caritas Czech Republic\, partner of EAPN\, organizes a conference called “Let´s prevent debt traps! Policies to tackle over-indebtedness across Europe”. The topic of over-indebtedness has been chosen as a priority to work on based on the national Caritas Cares Report 2015. The event will take place in Prague. \nIn the Czech Republic\, we have observed an increase of insolvency petitions submitted by individuals. One of the main causes of over-indebtedness is income poverty together with lack of financial literacy among the population. Another important cause is insufficient legal regulation of consumer loans making the customers unprotected. The problems are worsened also by excessive competencies of executors´ offices. In Caritas Cares Report 2015 for the Czech Republic\, over-indebtedness was identified as a major issue in the area of poverty and social exclusion. \nExperiences with issues of debt traps\, over-indebtedness\, executions on property and/or debt relief\, and examples of functional policies and good practices from many countries will be shared. \nContact: martina.veverkova@charita.cz and iva.kuchynkova@charita.cz

SUMMARY:The only way is up? Social mobility and equal opportunities - Joint OECD-Eurofound Conference
DESCRIPTION:Eurofound and the Organisation for Economic Co-operation and Development (OECD) are co-organising a joint high-level conference on social mobility and equal opportunities in Paris\, France on Thursday\, 4 May 2017. \nThe event will provide a lively platform to discuss fresh evidence on intergenerational mobility and policies which support upward mobility\, especially among the disadvantaged population groups within the European Union and OECD countries. The event will be opened by Angel Gurría\, Secretary-General\, OECD and Juan Menéndez-Valdés\, Director\, Eurofound. EAPN France will be contributing. \nSince the global financial crisis many people in a range of countries are facing a sharp fall in living standards and economic inequalities are on the rise. Consequently\, policy attention is starting to shift towards addressing this lack of equal opportunities as well as the transmission of (dis)advantage across generations. \nThe one-day high-level conference will bring together an interdisciplinary group of international experts\, policymakers and stakeholders from both OECD and EU countries to examine the major trends in social mobility and how these vary across countries. The sessions will consider why lack of mobility and intergenerational inequality is of concern and what policies work in the field of education\, labour market\, urban development\, health and social protection to improve equal opportunities and social mobility.
