Member states have until the end of 2009 to implement the Directive. In July 2007, DG Internal Market published a Handbook on the Implementation of the Services Directive. that aims to clarify the interpretation of the Services Directive. However, the handbook does not have legal status and many social NGO’s are unhappy about the interpretation promoted, particularly in relation to social and health services.
