Civil-society organizations “wish to warn the Government on a series of concerns that they fear could jeopardize the ‘Refoundation’ process” of the housing and access-to-housing system, they wrote in a letter addressed to Prime Minister François Fillon, Minister of Environment Jean-Louis Borlo and Secretary of State for Housing Benoist Apparu. The Government launched in 2008 a national reform supposed to reinforce the housing sector in 5 years.
However, according to civil-society organizations, “the gap between the ambitions expressed in early 2008 and the apathy and withdrawal in some public services has become unbearable”.
