EAPN puts forward a strategy for strengthening the Open Method of Coordination (OMC)

 

A draft Communication on the Open Method of Coordination is being currently prepared by the Commission as one element of the revised Social Policy Agenda Package.

EAPN is particularly anxious that a revitalised OMC with teeth is given a central place in these discussions.

This document summarises the proposals highlighted during 2007 in a series of EAPN reports, with additional proposals which arose from EAPN recent discussions with our Social Inclusion Working Group as part of a Capacity Building seminar and workshop on the OMC ( 29th March), involving members from 24 member states.

EAPN main proposals centre on:

  • Delivering on the promises – a renewed political commitment to the social dimension and the OMC as the main tool for policy convergence
  • Ensuring stronger policy impact – a renewed, stronger EU strategy to fight poverty, social exclusion and inequality with teeth.
  • Delivering the EU strategy through revitalized national, regional and local action plans.
  • Promoting participative appraisal and policy development methods for social progress.
  • Mainstreaming social inclusion through all EU policy drivers.
  • Promoting social innovation through Structural Funds and a new transnational poverty programme.
