EAPN released its Social Inclusion Scoreboard on the National Reform Programmes (2008-10) timed for the Employment and Social Affairs Council (17 December 2008), and sent it out to the Ministers and key decision makers.
EAPN hopes that it will feed into the discussions on Lisbon leading up to the Spring Council.
In the last months of 2008, the economic crisis has impacted strongly on the Commission procedures and the normal Annual Progress Report was replaced by the Commission’s Economic Recovery Package. On 16 December, the Commission announced that their normal National Reform Programmes Country reviews and Recommendations would now be delayed until this month, to allow Member States to take on board the proposals from the Economic Recovery Package.
EAPN will now produce a short report in January highlighting the specific EAPN members’ experience and opinions, and will focus its messages on its initial proposals for change to input into the post 2010 discussion which will be a central debate in 2009.
