EAPN has just published a research on the European Commission’s Local Social Capital Programme (1999-2002). EAPN’s research includes a survey of its members’ awareness of the programme and an analysis of information provided by the “Intermediary Bodies”.
In view of the apparent early successes of the programme, EAPN regrets that the Commission’s “strategic oversight” of the programme seems to have been largely abandoned during 2001. Moreover, after 2001, there was no European-level publicity or promotion of the programme. According to EAPN, the potential of the programme as a pilot for approaches that would be mainstreamed within European Social Fund programmes for 2000-2006 must be pursued.
