It calls for implementation of the Council of Europe Recommendations (1978) with more evidence-based practice, and a focus on greater efficiency and positive professional focusing on providing excellent personalized services. The key policy priorities should be focused on investment which can also result in greater cost effiencies 1) Prevention, 2) Diversion – given young people a second chance, 3) Utilising community rather than prison sanctions, 4) Reducing the number of children in pre-and post detention. EAPN the highlighted the importance of tackling the social determinants and the causes of poverty and crime for young people, as with other group through integrated strategies that can ensure adequate income, access to quality jobs and services for all (Active Inclusion) and fairer redistribution, and the crucial role of youth participation and empowerment in the solutions devised.
