This Code of Good Practice includes principles required to foster a constructive relationship between NGOs and public authorities, the conditions required to create an enabling environment, levels of participation and the interaction in the policy-making cycle. A matrix of civil participation helps assess the quality of dialogue between NGOs and public authorities and what needs to be put in place to strengthen this dialogue. The meeting focused on the implementation of the Code what NGOs and public authorities can do to make it a usable tool at local, regional and national level.
