This report is based on material gathered by way of questionnaire in 14 Central and Eastern European countries. In the questionnaire the countries were divided into two categories: (1) those of the first eleven countries of accession into the European Union; and (2) those outside this group. From the first category we received replies from Estonia, Czech Republic, Hungary, Slovenia, Romania, Slovak Republic, Poland, Lithuania and Bulgaria. From the second, replies came from Russia, Belarus, Georgia, Ukraine and Albania.
