The proposal is subject to the co-decision procedure (giving equal powers to the European Parliament and the Council) and the European Parliament EMPL committee will vote on a report on the issue on 6th May.
The draft report by Marie Panayotopoulos-Cassiotou (EPP, Greece), as well as the amendments proposed, takes account of a number of requests by EAPN, including:

strengthening the Year’s objectives by enhancing the rights-based approach and putting a stronger focus on participation,

making active inclusion a strong thematic focus for the Year,

improving the Year’s governance through stronger participation of people experiencing poverty and civil society
However, EAPN is concerned that the Commission’s initial proposal to put in place National Advisory Groups (as a channel for civil society participation) is jeopardized in the current negotiation process. First reading vote should take place in June.
