Launched in early 2013, the multi-year plan to fight against poverty and social inclusion, initiated a change in the consideration of the precariousness and the fight against poverty in our country. Inter became this struggle would then affect all public policies to finally get specific answers and multiplication associated devices . In this respect, the cancellation of the Interministerial Committee for the fight against exclusion to be held tomorrow is a bad omen. One year after the launch of the plan , where are we ? What are the consequences?
We welcome the quality of the evaluation report of the plan presented by François Chérèque we share the main findings . FNARS , who participated in various working groups for the development of the plan and its progress in the following territories, recognizes the right direction for some actions but nevertheless wishes to alert the Government to the shortcomings in the implementation of certain reforms going , she said, against the spirit of the plan.
Access to social rights
The federation is particularly involved in the announced reform of RSA activity , particularly in order to address the 68% of non-use rates for this device . Like other associations, she asked the merger of RSA and the premium for a new job called premium business advocated by parliamentarian Christophe Sirugue . Until this solution is the subject of further discussion in the context of tax reform, as announced by the President , FNARS requests the Government to provide protective measures ( thaw PEP ) so that people with incomes do not lose the small amount of state aid available to them . With the gel of the premium for employment, low-wage workers are no longer beneficiaries , saving nearly 300 million euros annually to the Government.
The Federation is convinced that the fight against the non-use can be effective by simplifying and automating the access to social rights and calls upon the Government of concrete progress in 2014 .
Housing
Other reforms undertaken by the Government, FNARS is also involved in monitoring the bill ALUR currently at second reading in the Senate. At this stage of the discussion , she asked a debate among different stakeholders rental risks , as well as the revaluation of APL blocked until October while housing expenses are the main charge insecure households. In addition, it strongly regrets that the bond character neither universal nor the universal guarantee of rents do make a device that is not addressed to those who need it most. Especially since the Government’s objectives in the field of social housing buildings have not been achieved this year. Finally, FNARS shares the concerns pointed in the Chérèque report on the accommodation and support for migrants and calls for asylum reform (announced in 2014 ) provides a multiannual programming spaces Reception Centre for Asylum seekers ( CADA) that responds to crisis situations in the territories .
On troubled youth
The youth guarantee also include issues of concern associations FNARS particularly sensitive to the situation of 18-25 years, representing 25 % of those admitted in different hosting network structures. She finds this interesting but largely under calibrated measurement (only 30,000 intended beneficiaries in 2014 ) with regard to the magnitude of the precariousness of youth. It also expects that they are the direct beneficiaries of the upcoming reform of vocational training, with a matching staff training account .
The year 2014 will be an important year for the Advanced level. Many reforms are expected, health , justice , vocational training , migrants, and FNARS ensure that these texts take into account the poor . The year 2014 should be completed by the States General of Social Work . FNARS expected to give rise to an ambitious reform of social intervention, including the now industry professionals.
