This EAPN report maps the essential elements that should be present in a comprehensive National or Local Anti-Poverty Strategy (NAPS & LAPS).
Drawing on consultations with 18 national networks, it identifies the core components needed for effective anti-poverty action, from a human rights-based and intersectional approach to clear processes for participation, monitoring, and evaluation.
It highlights what must be in place to move beyond fragmented measures toward coherent, long-term approaches to poverty eradication.
