This Poverty Watch report outlines elements that mustbe included in a comprehensive and effective NAPS andLAPS framework. The report provides a broad analysisof current NAPS in 19 countries as well as exploringcommon challenges across Europe. Not all EU memberstates have NAPS and those which exist are verydifferent in their objectives, implementation processand resources. The promising approaches to NAPS andLAPS included in this report intend to encourage thedevelopment and potential impact of NAPS and LAPSand any future developments between the standardsset by the EU and requirements from Member States.The recommendations included in the report bothin terms of policy development but also in terms ofgovernance, which is essential for NAPS and LAPS.
