The report concludes that if the EU is to be consistent with its support for an internationally agreed minimum set of standards for social protection, the so called ‘social floor’ included in the conclusions of the New York MDG review summit in September last year, the EU also needs to establish a common European ‘social floor’, in order to ensure minimum social standards for all European citizens, including migrants and minority groups, such as the Roma.
