Last month, EAPN released its reaction to the communication the European Commission published on 14 May on the results of negotiations around structural funds’ programming documents.
EAPN’s position also includes recommendations on how to strengthen structural funds’ contribution to the fight against poverty and social exclusion.
While it appears too early to make a first assessment of how the programming documents will be implemented in practice, EAPN is concerned that the 2007-2013 programming period will, in a number of Member States, be characterized by a failure to learn lessons from the past and become tools for social innovation.
