Towards Quality, Sustainable and Affordable Housing in the EU?

Based on desk research undertaken by the European Anti-Poverty Network (EAPN Europe), this analysis assesses the housing package, and in particular the Affordable Housing Plan from the perspective of poverty eradication. It examines whether the Plan provides the necessary tools to guarantee affordable, quality and sustainable housing for people experiencing poverty, identifies remaining gaps and puts forward recommendations to strengthen its contribution to the right to housing. A third part of the analysis focuses specifically on the proposal for a Council Recommendation on housing exclusion, assessing its potential to address housing exclusion and strengthen access to adequate and affordable housing for people experiencing poverty.
