The European elections of June 1999 provide an opportunity for having a democratic debate about what kind of Europe we want. This constitutes the European Anti Poverty Network’s contribution to the debate.
This document has been prepared by the Task Force “from welfare to the right to work” of the European Anti Poverty Network. It deals with both the 1998 guidelines and the Commission’s proposal for 1999. It contains a commentary upon each guideline and where appropriate, recommendations for changes.
The amendments sought by EAPN seek to reinforce the impact of Structural Funds on social inclusion and equal opportunities.

This publication is the report of an EAPN seminar held in Frankfurt, on 13-14 March 1998.
This publication aims to inform and support networks at Member State level to impact on their Government’s approach to the reform of the Structural Funds and on their Government’s plan for using Structural Funds in the 2000 to 2006 period.
The seminar consisted of a debate on civil society: the recognition of civil society and its role, East and West, in addressing the ‘New’ forms of poverty, for example that experienced by the unemployed, migrants and refugees, ethnic minorities, prisoners and ex-offenders, the homeless, and drug and alcohol abusers.
The purpose of this report is to promote a dialogue between community sector networks in different member states of the European Union on structural fund issues and policies at a time when the reform of the funds is under consideration.
