EUIS Group

The EU Inclusion Strategies Group provides mutual support to Networks for the development of National Strategies and plans to fight poverty and will engage with EU Institutional arrangements and Strategies (Europe 2020, Social OMC, Employment Strategy, Platform Against Poverty, Structural Funds) to see to which extent they can be used to support the implementation of such strategies.  They will also assess the strengths and weaknesses of these EU Strategies and policies.  It decided to work in three sub groups (see below). One day a year it will report to the Executive Committee (Steering group members will attend the Exco meeting for this) and bring forward any key strategic decisions for debate and adoption by the Exco.

Task Forces

Two policy Task Forces were created in 2015:

Task Force on Social Innovation 

The Task Force aims at providing better knowledge and understanding of social innovation to EAPN members, and inform them about the possibilities to improve social inclusion in Member States and EU-wide, through various innovative social inclusion practices, and through EU/national funding. The Task Force will produce a Briefing on social innovation, will develop criteria / checklist for good practice in social innovation and collect relevant examples from the EAPN membership.

Task Force on Monitoring the 20% of poverty in the ESF

The main aim of the TF is to monitor the implementation of the (at least) 20% of the European Social Fund (ESF) on poverty and the partnership principle and to propose guidelines for better implementation. It will produce a key instrument to easily monitor the implementation of the ESF with a concrete focus on the commitment of using the funds and the partnership principle/code of conduct confirming what our vision of what the fight against poverty should measure. It will also provide guidelines for actions that would deliver on the commitments and lobby on its findings.

Three policy Task Forces were created in 2013:

Task Force on Decent Work

The Task Force will elaborate a Concept and Feasibility Note regarding the implementation of an EAPN-wide Living Wage campaign, on the model of the one developed successfully in Scotland, and will prepare a Campaign Guide and other ancillary campaign materials to support members in implementing such an initiative.

Task Force on Migration

The Migration Task Force will produce a report on how to ensure migrants’ integration in times of crisis and austerity; enable learning amongst all EAPN members, and foster policy debate on the issue both at national and EU level.

Task Force on Toolkit and Guidelines for structured dialogue of stakeholders (including people experiencing poverty) in Europe 2020

The main output of the Task Force will be EAPN shadow guidelines for effective stakeholder engagement including people experiencing poverty, at national and EU level in Europe 2020, which would be targeted at policy makers. A secondary output is to be a toolkit/pack to support all members and building on existing members work. The outputs would form part of a capacity building session in the EUIS.

Task Force to produce a Child Poverty and Well-being explainer

It aims to produce a coherent common advocacy document which spells out the key issues, the benefits and way forward to effective solutions which can support the implementation and follow-up of the Child Poverty and Well-being Recommendation.

Task Force to produce a Structural Funds Toolkit for Social NGOs

The Structural Funds Task Force produced a toolkit for its national networks and for other social NGOs, to get involved in the new programming period of Structural Funds (2014-2020).

Task Force on the Social Impact of the Troika arrangements 

The objective of the Task Force is to examine the impact on poverty and social inclusion of the EU/IMF/ECB programme arrangements, particularly in Greece, Ireland, Portugal & Romania) and to produce a short publication.
